Following the banned of Khong Guan biscuit by the federal Health Ministry, the Johor state Health Department has directed the Khong Guan biscuit company in Senai to recall 12 types of biscuits which had been tested last week and found to contain high levels of melamine.

Health Minister Datuk Liow Tiong Lai had announced on Oct 16 that 12 types (initially reported as 18 types) of Khong Guan and Khian Guan biscuits to have contained excessive amounts of melamine from the raising agent ammonium bicarbonate imported from China and used to produce the biscuits.

Melamine: Biscuit maker ordered to recall tainted products
By HAMDAN RAJA ABDULLAH

MUAR: The Johor Health Department has directed the Khong Guan biscuit company in Senai to recall 12 types of biscuits which had been tested last week and found to contain high levels of melamine.

State Women, Family, Welfare and Health Committee chairman Dr Robia Kosai said the biscuit varieties are Biskut Soda, Biskut Lemon Puff, Biskut Pof, Biskut Butter Cream, Biskut Baby Fish, Biskut Health Cracker, Biskut Cocoa Puff, Biskut Sandwich Oren, Biskut Family Crackers, Biskut Bentuk Binatang, Biskut Rokok and Biskut Mini Puff.

These were the same 12 types of biscuits Health Minister Datuk Liow Tiong Lai had announced on Oct 16 to have contained excessive amounts of melamine from the raising agent ammonium bicarbonate imported from China and used to produce the biscuits.

“We had seized 107 metric tonnes of the products, valued at about RM561,000, from the factory on Oct 14,” she told reporters here on Monday.

“We want the factory to recall those contaminated products from all shops and retail outlets throughout Johor.”

Dr Robia said market survey showed that most Khong Guan biscuits were distributed to shops and mini-markets, including in villages and housing schemes.

She also urged the public to report to the nearest Health Department offices if they spotted the contaminated products on sale and warned them not to buy the products.

She said the department would seize the products and book the manufacturer under Section 13C of the Food Act if it failed to recall the products within two weeks.

“The manufacturer can face a maximum fine of RM100,000 or 10 years jail or both if found guilty,” she added.

Melamine tainted Munchy's peanut butter and cheese cream Mini Crackers

Hong Kong's food safety watchdog found high levels of melamine in 2 of Munchy's Food Industry Sdn. Bhd of Malaysia. They are Munchy's Mini Crackers with Peanut Butter with 5.4 parts per million (ppm) of melamine, and Munchy's Mini Crackers with Cheese Cream with 3.8 ppm. Hong Kong's safe limit for melamine is 2.5 ppm.

I just checked Munchy's website at http://www.munchys.com and the only information presented there is a notice for their customer assuring the safety of their products. Their is no product list or catalog. Either their website is poorly done or they have black out the access to their product link.

Hong Kong finds melamine in two biscuit products

HONG KONG, Oct 18 (Reuters) - Excessive amounts of the chemical melamine have been found in biscuits in Hong Kong made by Malaysian-based biscuit manufacturer Munchy Food Industries, a government laboratory said on Saturday.

The announcement is part of the Hong Kong government's continued testing of dairy-related products after thousands of children in China have fallen sick since last month after drinking milk containing the substance.

The Centre for Food Safety (CFS) said it found a sample of Munchy's Mini Crackers with Peanut Butter contained 5.4 parts per million (ppm) of melamine, while a sample of Munchy's Mini Crackers with Cheese Cream had 3.8 ppm.

Under Hong Kong regulations, the limit for melamine in these products is 2.5 ppm, the food safety body said.

"Based on the levels detected, people are advised to stop consuming the products concerned," an unidentified spokesman for the Centre for Food Safety was quoted as saying in the statement.

The positive tests of melamine in the Munchy products are the latest detected by the laboratory, which have included earlier this month excessive amounts of melamine in two types of Cadbury Plc chocolate made in China.

Calls to a telephone number listed in a website for Munchy's products went unanswered.

However, the website displayed a notice telling consumers its products were safe given that milk and diary-based ingredients they used came from either France or Australia, but not China.

"We wish to assure all our customers and consumers that all our products are safe for consumption," the notice said in the website.

"We do not source any of these ingredients from China and our suppliers assure us that there is no danger of melamine adulteration in their products." (Reporting by Rafael Nam; Editing by Jeremy Laurence)

Munchy gives reassurance its products are safe to eat

PETALING JAYA: Munchy Food Industries has reiterated that none of its products contain any dairy-based ingredients from China as it only uses those from Australia and France, its chief executive officer C.K. Tan said on Sunday.

The biscuit maker was responding to an announcement by the Hong Kong Centre for Food Safety that excessive levels of melamine were found in its products.

Among the said products included Munchy’s Mini Crackers with Peanut Butter and Munchy’s Mini Crackers with Cheese Cream, which were found to contain 5.4 parts per million (ppm) and 3.8ppm of melamine respectively. The permitted level of melamine in such products is currently 2.5ppm.

“We are co-operating with the Health Ministry in Malaysia, which is conducting tests on our product range,” said Tan, adding that the company’s products were previously tested and cleared by independent certification agencies.

Meanwhile, Bernama reports that the Health Ministry has sealed a factory producing two local biscuits which are said to contain excessive melamine by the Hong Kong government’s laboratory.

Its Food Safety and Quality Division director, Noraini Mohd Othman, said last night the products would be tested for melamine.

She also said the ministry has cleared 11 more products of melamine.

They are Amoy Flour Vermicilli (Sau Tao), Chocolate cookies (Golden Fuji), Chocolate Drink (Garden Stone), Cream Flavour Biscuits (Hong Da Food), Creamy Peanut Butter (Kinus), Crips Chocolate Flavour Cracker (Golden Fuji), Fiber Cracker (Aji), Gula Udang Merah (Sanwa), House of Steamed Potato (Silang), Saltine Crackers (Four Seas) and The Original Danish Butter Cookies (Silang).

Technically, website upgrading should not take more that 48 hours. So I smell something fishy.

I suspected that the state government has gagged (read: censored) BorneoPost from publishing their articles on the Internet as it has been used by bloggers for reference. Seem that the state government does not want bloggers to bad-mouth their leaders and their policy.

In addition, BorneoPost journalists also have published some sensitive articles and the state government probably did not want outsiders from outside Sarawak or outside Malaysia to read it.

If so, it will one of those Internet press freedom that is silently being removed.

If BorneoPost is back online in a couple of days from today, then I am wrong. For the time being, let's wait and see.

MCA Party election result

It's Ong Tee Keat and Chua Soi Lek.

The hotly contested MCA polls came to a close tonight, handing Ong Tee Keat the presidency and 'underdog' Chua Soi Lek another chance at Malaysian politics

MCA vice-president Datuk Ong Tee Keat Saturday won the MCA presidential race after defeating former vice-president Datuk Seri Chua Jui Meng at the party polls held at the MCA headquarters at Wisma MCA here.

The presidency fell vacant after incumbent Datuk Seri Ong Ka Ting did not seek re-election.

For the deputy presidency, party secretary-general Datuk Seri Ong Ka Chuan, the elder brother of outgoing president (Ong Ka Ting), lost his battle for promotion to former Health Minister Datuk Seri Dr Chua Soi Lek, who resigned from all party and cabinet posts after a video tape of him in a compromising position with his girlfriend was made public late last year.

Comments from the elected candidates:

Newly-elected MCA president Datuk Ong Tee Keat said one of his first tasks was to collaborate with the other elected leaders.

Newly-elected MCA deputy president Datuk Seri Dr Chua Soi Lek has promised to fulfil his pledge to help reinvent and rebuild the party.

Ong And Chua Win MCA Top Two Posts

KUALA LUMPUR, Oct 18 (Bernama) -- MCA vice-president Datuk Ong Tee Keat Saturday won the MCA presidential race after defeating former vice-president Datuk Seri Chua Jui Meng at the party polls held at the MCA headquarters at Wisma MCA here.

Ong, who is also Transport Minister, polled 1,429 votes against 917 votes garnered by Chua, a former Health Minister.

Loud cheers from Ong's supporters greeted the outcome of one of the most intense battles in party history at 9.45pm tonight, some seven hours after the 2,378 delegates cast their ballots to pick the MCA national leaders.

Dr Chua polled 1,115 votes while Ong obtained 1,001, in the win described by political pundits as an upset.

The other two contenders in the race were Datuk Donald Lim Siang Chai who got 209 votes and Lee Hack Teik, a former state assemblyman, who managed only 10 votes.

The deputy presidency fell vacant after incumbent Tan Sri Chan Kong Choy declined to seek re-election.

The top two positions are considered important at this juncture, especially after the party suffered a humiliating defeat in the March 8 general election, which saw MCA winning only 46 state and parliamentary seats compared to the 106 it had secured in the 2004 polls.

Meanwhile, in the four seat vice-president race former Wanita chief Datuk Dr Ng Yen Yen, created party history after she was elected as the first woman veep in the party's 59-year history.

Others who made the cut were Health Minister and former Youth chief Datuk Liow Tiong Lai, Tan Kok Hong from Johor and Lumut division chief Datuk Kong Cho Ha, who topped the list of 25 elected CC members at the last party elections.

Dr Ng polled 1,659 votes while Liow obtained 1,725 votes with Kong garnering 1,798 votes and Tan 1,329 votes.

Other contestants in the race were incumbent Datuk Seri Fong Chan Onn (883 votes), Deputy Home Minister and Alor Setar Member of Parliament Datuk Chor Chee Heung (1,233 votes), former veep and former Serdang Member of Parliament Datuk Yap Pian Hon (445 votes) and Kuala Langat MCA division vice chairman Lim Teck Chong (268 votes).

Meanwhile delegates to the assembly also picked 25 MCA Central Committee delegates.

They were Lee Wei Kiat, Wong Foon Meng, Tan Chai Ho, Tan Cheng Liang, Dr Hou Kok Chung, Lee Chee Leong, Gan Ping Shou, Yu Chok Tow, Wong Nai Chee, Lee Sing Chooi, Wee Jeck Seng, Gan Tian Loo, Dr Yeow Chai Thiam, Chong Itt Chew, Hoh Khai Mun, Ti Lian Ker, Liew Yuen Keong, Wong Mook Leong, Paul Kong Sing Chu, Edward Khoo Keok Hai, Tee Siew Kiong, Loh Seng Kok, Wong Siong Hwee, Dr Por Choo Chor and Loke Yuen Yow.

Soi Lek promises to reinvent party

KUALA LUMPUR: Newly-elected MCA deputy president Datuk Seri Dr Chua Soi Lek has promised to fulfil his pledge to help reinvent and rebuild the party.

He also pledged to regain the members’ confidence in MCA.

“I will work together with the entire central committee to regain the people’s hope and confidence in MCA,” he said yesterday.

He also called for all members to close ranks and move ahead.

“We must be united and work together in order to bring about effective changes,” he added.

Dr Chua defeated former secretary-general Datuk Seri Ong Ka Chuan, former vice-president Datuk Donald Lim and Lee Hack Teik, a former Penang assemblyman.

Dr Chua garnered 1,115 votes while Ong received 1,001. Lim received 209 and Lee 10 votes.

Dr Chua, 61, was accompanied by his wife Datin Seri Wong Sek Hin, son Chua Tee Yong, who is also the Labis MP and other family members.

All of them wore smiles as word emerged that Dr Chua had won.

Dr Chua, who beat Ong by a 114-vote majority, also thanked central delegates for their support.

Ong said he accepted the decision made by the central delegates.

“The central delegates have made their decision, and I respect and accept it, whether it is good or bad,” he said.

“When I decided to contest, I was prepared to accept any consequences.”

When asked whether he would continue to be active in politics, Ong said:

“It will depend on the party because I do not have any post now. If the party still wants me, I am willing to serve. If the party feels that I should make way, I will abide.”

Ong, together with his wife Datin Seri Chan Beng Choo, arrived at Dewan San Choon at about 9.15pm.

Lim and Lee were in Wisma MCA earlier yesterday but left before results were announced.

Ng hopes to inspire others

KUALA LUMPUR: MCA’s first woman vice-president Datuk Dr Ng Yen Yen hopes her breakthrough will spur other women to work harder towards their dreams.

“This is an important watershed for women in politics. It has proven that it can be done but women have to work hard, be doubly good, because men will not vote because of sympathy,” said the Women, Family and Community Development Minister.

Dr Ng came in third out of the four vice-presidency post.

She acknowledged that many had not taken her seriously in the beginning but she took it as a challenge.

“As the minister in charge of women affairs, I had to take on this challenge to show that I dared to take risks,” she said, thanking the women delegates who had been her first tier of support.

“I also thank the men. Throughout the whole election day, I was relaxed because I really felt their friendship,” she said.

Datuk Kong Cho Ha, who garnered the highest votes for a vice-presidency post, said:

“This is the beginning of responsibility. I can also see that those elected are a united team.”

Kong urged those who did not win not to give up.

“There’s always room in the party. We have work to do,” he said, adding that members must be united to serve the party.

Former MCA Youth chief Datuk Liow Tiong Lai, who garnered the second highest number of votes for vice-presidency, said the results of the elections showed that democracy flourished in the party.

“We have many plans to expedite the party’s reformation process after we suffered a big setback in the March 8 general election. We need to strengthen the party and the entire organisation to prepare for the next general election,” he said.

Johor MCA deputy chairman Tan Kok Hong, who beat several big names to occupy the last vice-president post, thanked the delegates, adding:

“I will work together with the rest of the members who were elected. We will work as a team for the future of the party. We will meet soon to discuss our plan of action. It will be teamwork rather than individual action.”

Datuk Yap Pian Hon, who garnered a total of 445 votes, did not win the MCA vice-president election but stressed that he was not disappointed.

“It’s the decision by the central delegates, and it (election) is a democratic process,” he said.

Tee Keat to work with leaders

KUALA LUMPUR: Newly-elected MCA president Datuk Ong Tee Keat said one of his first tasks was to collaborate with the other elected leaders.

“We will get down to business right away,” he told reporters at a hotel near Wisma MCA after he was declared party president yesterday.

The Transport Minister polled 1,429 votes to beat former vice-president Datuk Chua Jui Meng who got 917.

Ong said he now had more than one task to tackle.

On working with newly-elected deputy president Datuk Seri Dr Chua Soi Lek, he said he could work with anybody.

To those who lost, Ong said he would continue to encourage them.

On the president’s race, he said he had been cautiously optimistic.

“For each and every campaign trail, I was working very hard to reach out to everybody,” he said.

Chua said he would continue to work towards his vision for the party and community despite his defeat.

His vision, as outlined in his manifesto, included fighting for fairness for all Malaysians and eradicating corruption.

Chua attributed his defeat to “a block of votes that did not arrive”.

“I thought I would get a fair chance in the race. I did not expect to lose,” he said.

He said it appeared that the majority of the central delegates were still conventional and did not buy what he had to offer.

Chua, 64, said he hoped the new team would be fair and just, and work for the good of the people.

Idris Jala, MAS managing director and chief executive officer has been honoured with "Excellence in Leadership Award by Frost & Sullivan, a leading strategic market consulting and training services provider.

Idris Jala who hailed from the interior Sarawak is an Orang Ulu and a devoted Christian was appointed managing director and chief executive officer of MAS in December 2005 in the aftermath of the national carrier's biggest financial loss in its corporate history.

There was a speculation that Abdullah Ahmad Badawi picked him as he thought Idris is a Malay. Obviously Abdullah was too sleepy that time to read details of Idris. Others speculated that the "hand" that have real interests in MAS no longer trusted Malay CEO to drag MAS deeper into the red and therefore, picked Idris as the CEO of MAS and turn around it into profit.

From a nine-month loss of RM1.3 billion in 2005, he managed to turnaround the airline in less than two years. The airline registered a record RM851 million in net profit in 2007.

Idris Jala receives 'Excellence in Leadership' Award from F&S

Kuala Lumpur: MAS managing director and chief executive officer Datuk Seri Idris Jala has been honoured with "Excellence in Leadership Award by Frost & Sullivan, a leading strategic market consulting and training services provider.

"I am honoured to receive this award. However, this award belongs to the entire team at Malaysia Airlines. Without their support and cooperation, I would not have been able to achieve the successful turnaround of Malaysia Airlines," he said in a statement.

Idris was the sole recipient from the aviation industry to receive an award at the Frost & Sullivan awards ceremony at Mandarin Oriental Hotel yesterday.

MAS Chairman Tan Sri Dr Munir Majid said the award recognises Idris as an individual who has made significant impact through his excellence in leadership, innovation in decision-making, implementation of strategies and accomplishments in driving the turnaround of Malaysia Airlines.

"His compelling and inspirational leadership have won the respect of all of us within the company, industry and the general public. We are proud of him and he has our whole-hearted and continued support of his leadership as we march forward with our Business Transformation Plan," he added.

Idris was appointed managing director and chief executive officer in December 2005 in the aftermath of the national carrier's biggest financial loss in its corporate history.

In February 2006, he announced the airlines Business Turnaround Plan (BTP).

From a nine-month loss of RM1.3 billion in 2005, he managed to turnaround the airline in less than two years.

The airline registered a record RM851 million in net profit in 2007.

Building upon its successful BTP, Idris announced Malaysia Airlines five-year Business Transformation Plan Two in January aimed at achieving RM1.5 billion annual profit by 2012. - Bernama

The Ministry of Defense (MOD | Mindef) has clarified the recent Eurocopter deal as being reasonable and executed with proper procedures.

The MOD also highlighted that the tendered prices from Eurocopter is RM1.1 billion instead of the RM2.3 billion (scandal) as alleged by the opposition party. I think the RM1.1 billion price tag is meant is for the basic specification. This announcement will fix the confusion of the price tendered by Eurocopter.

Initially, MalaysiaKini reported that there are four manufacturers participating in the MOD tender, namely, 1) Eurocopter, 2) Kelowna, 3) Sikorsky and 4) Agusta Westland. But, MOD also reported that there are 7 tenders submitted.

Moving on, most observers have the opinion that the procedures of inking the Letter Of Intent (to Eurocopter) is subjective as some party claimed that the document was signed by "junior" officers in the MOD. The people was definitely not happy that a junior officer signed document related to billion ringgit contract.

Secondly, some party raised up the issue of the LOI being hastily sealed without completing the full evaluation process including undergoing free trial (flight test and orientation). The LOI was signed by a mid-ranking official in the ministry and was dated Sept 15 - two days before Najib moved from the Defence Ministry to the Finance Ministry.

We all agreed that the Nuri helicopters are over-aged and overdue for replacement. But the government must be spending prudently and consider the gloomy financial situation today. In addition, we are not going to war, we need helicopters for search and rescue as well as for troops transportation. Eurocopter may have the highest specification but too costly for our current requirement.

Mindef explains Eurocopter purchase
By ROYCE CHEAH

PETALING JAYA: The decision to procure helicopters from Eurocopter was done following proper procedures and was not influenced by anyone, Defence Ministry secretary-general Datuk Abu Bakar Abdullah said.

In a statement issued Friday, Abu Bakar said the ministry chose the Eurocopter EC725 because the company had a complete tender offer that obtained the highest marks based on technical evaluation, an offset package while also being at a reasonable price.

“Eurocopter also offered a system that was proven which also fulfilled the army’s specifications,” he said, adding that the Government had no influence on prices that were offered by the company as bidding was done via an international open tender process.

Abu Bakar said the move to replace the Nuri helicopters started when a few Members of Parliament and the public voiced their concern about the performance of the helicopter.

“As a result, the Cabinet made a decision on July 18, 2007 to procure helicopters to replace the Nuri.”

Abu Bakar said the Royal Malaysia Air Force (RMAF) then prepared specification documents for utility helicopters capable of search and rescue that were also capable of being upgraded to combat search and rescue aircraft.

Abu Bakar said on Oct 10, 2007, the Economic Planning Unit approved the decision to buy new helicopters and an international open tender was announced on Nov 7 that year.

“To make it easier for prospective suppliers to put forth their offers, the RMAF held a briefing for them during the Langkawi International Maritime Airshow on Dec 6 and also explained to them that it was important for suppliers to include an offset package.”

Abu Bakar said the tender was closed on Feb 12 this year and at noon the same day the tender committee opened the seven tenders that were received while being witnessed by representatives from companies that had taken part.

The tender offers received were as such:

T521/07/A/001 - £341.88mil (RM2.08bil);
T521/07/A/002 - RM663.1mil;
T521/07/A/003 - €104.6mil (RM494.9mil);
T521/07/A/004 - US$220.5mil (RM777.45mil);
T521/07/A/005 - US$708.3mil; (RM2.49bil);
T521/07/A/006 (Eurocopter) - €233.24mil (RM1.1bil);
T521/07/A/007 - US$348.17mil (RM1.22bil).

“The documents were then split up into three parts for the technical evaluation committee, offset evaluation committee and price evaluation committee to evaluate,” Abu Bakar said.

He said the committees conclusions were tabled at a Tender Board meeting on July 22 and was then forwarded to the Finance Ministry on August 4 and the Defence Ministry received the green light on Sept 3.

“The letter of intention could have been issued at any time after Sept 3 and it was a coincidence that it was issued on Sept 15,” he said.

Abu Bakar said that the RMAF is always up to date with the developments in helicopter technology as its officers attend international expos while RMAF also has complete data and knowledge about the helicopters in the market.

“As such, a physical evaluation of how to operate the helicopters does not need to be done at the facility until it is brought to be discussed by the Tender Board.”

The Health Ministry has announced that Potato Cracker (Silang) was found to contain melamine at a level above the standard. Above the standard ... (but sound to me that Malaysia allowed some level of melamine in food !. That's not right).

In addition, Malaysia is darn slow in banning Silang Potato cracker as Agri-Food & Veterinary Authority of Singapore (AVA) has announced earlier in September 30, 2008 their detection of melamine in Silang Potato Cracker and Silang Tomato Cracker, both produced by House of Steamed Potato. Malaysia is behind by 17 days !
