What is Ongkili grumbling about ? Anwar, the de facto leader of Pakatan Rakyat is not going to de-stablize the government of Barisan Nasional. Rather, Anwar want to take over the government. Get rid of Barisan Nasional to be specific.

If Ongkili is worry about frog-jumping (so called party-hopping) ministers, he must have forgotten that frog-jumping started in Sabah when during previous election, some elected representatives from Parti Bersatu Sabah jumped ship and sailed with USNO. Those incident caused the down-fall of PBS.

That just illustrates how volatile is the loyalty of Sabah politicians. And it is only natural for Anwar to entice the Barisan Nasional elected representatives to abandon BN and joined PR. Anwar however, has been very cleared from the beginning. Those party-hopper will not be PAID for. They must hopped on their on accord and free will.

It's only BN who will paid traitors from opposition party to join BN and create downfall for the ruling opposition party. That was history. Both members of PR and some elected representatives from BN are aware that now is the right time to change the government from BN to PR. The possibility of that happening is very real and very high.

If Sabah and Sarawak does not have fair share in the government administration, might as well they swing their support to PR. Who knows, PR may offer better package for Sabah and Sarawak.

Ongkili: Anwar wants to destabilise Govt

By LOH FOON FONG

PETALING JAYA: PKR adviser Datuk Seri Anwar Ibrahim has been criticised by Parti Bersatu Sabah (PBS) for continuing to talk about MPs crossing over to Pakatan Rakyat.

PBS deputy president Datuk Dr Maximus Ongkili said Anwar's actions were only intended to destabilise the Government.

“Why does he continue to engage in destabilising the Government by enticing members to cross floors? Not only is this unprincipled but downright dangerous.

“Why doesn’t he let the Government do its job just as Barisan Nasional allows the Opposition state governments to do their work? They should cooperate and let the Government run its show,” he said during his visit to the Meteorological Department here Tuesday.

Ongkili, who is also Science, Technology and Innovation Minister, was asked to comment on Anwar’s statement that Pakatan Rakyat was ready to form the Federal Government and was waiting for the right time and numbers.

On Monday night after a rally to celebrate the end of his ban from active politics at the Sultan Sulaiman Club field, Anwar said Pakatan Rakyat had already secured the number of MPs but wanted to form the Government with a strong majority.

He added that none of the MPs had been bought over.

Government’s dilemma enacting anti-hop law

By Datuk Seri Herman Luping

THERE are those who are against the introduction of the proposed anti-hop law in the country, and there are those in favour of it. Those against cite the problem of going against the fundamental right of man to free association as is provided in the federal constitution; those in favour argue that the enactment of anti-hop law would ensure a stable democratic institution that is free from corruption and a transparent government.

They further argue that if it is the wish of the people, then the question of going against the fundamental right to free association does not arise.

Two prominent leaders are not in favour of the enactment. In Sarawak, Dato Sri Dr James Masing was quoted as saying that the anti-hop law would be against the federal constitution in respect of free association with any party or organisation; and in Sabah, Datuk Masidi Manjun expressed similar sentiments.

The popular opinion so far expressed in the newspapers, however, is in favour of such an enactment.

Party-hopping is not new to the Sabah political scene. During the PBS administration under Datuk Seri Joseph Pairin, the government had a traumatic experience caused by the action of selfish and unscrupulous politicians who did not have any qualms about changing sides.

The first time was in 1985. The PBS obtained a simple majority in the State Legislative Assembly against the Berjaya party. The PBS formed the government and immediately PBS assemblymen were targeted to switch sides so that the PBS government would fall.

History concerning this episode would show that two assemblymen, namely the elected independent candidate of Moyog but was supported by the PBS machine and more particularly by Datuk Clarence Bongkos Malakun who campaigned for him during the election, and the elected candidate for Bingkor, decided to cross over to Usno.

The two assemblymen were taken to Kuala Lumpur. They were encamped in a big hotel and tried to influence the assemblyman for Kiulu to join them. Had the Kiulu assemblyman agreed to fly over to KL to join the two, the PBS government would have fallen.

The telephone conversation of the ‘leader’ who wanted to be known as Mr Brown was monitored in PBS headquarters when he phoned the Kiulu assemblyman giving him direction on how to avoid PBS Youth. From the conversation we gathered at the time, police personnel were involved in the party-hopping exercise.

A third person, a non-Bumiputera assemblyman was seen to be on his way to KL to join the two. Before he managed to fly over, however, the chief minister abruptly dissolved the assembly and called for a new election in 1986. The takeover by the opposition party, Usno, was averted. PBS was returned with a bigger majority at the 1986 election.

It was because of this traumatic experience presented to the PBS leadership by selfish assemblymen that the party president Datuk Seri Joseph Pairin Kitingan decided to introduce an anti-hop law in the state constitution.

I was the state attorney general at the time and it fell on me to prepare the anti-hop enactment. I studied the constitutional provisions on anti-hop laws in other parts of the Commonwealth countries and found that many states in India had provisions for anti-hop laws in their constitutions.

But the one that interested me was the provision of the same law in the Singapore constitution. Indeed, the wording in the Sabah anti-hop enactment was almost an exact copy of the Singapore’s provisions. There is a difference of course between Sabah and Singapore. Whereas the first, Sabah has a federal constitution to contend with, the latter, Singapore was and is a nation of its own.

The Sabah enactment was contested in court and the Federal Court found that the Sabah enactment was ultra vires the federal constitution and declared it null and void.

If Sabah was part of the BN government at that time, it is debatable whether the Sabah enactment on anti-hop law would have been tested in the Federal Court. It was possible that a suitable ‘Enabling Act’ would have been enacted in the federal constitution so that amendment to states’ constitution on the matter of anti-hop law would have been possible.

As it was, the decision of the Federal Court made the Sabah anti-hop law redundant and of no effect.

The second time when the PBS administration under Datuk Seri Joseph Pairin experienced selfish party-hoppers was after the election in 1994. Pairin was sworn in after a long delay for him to enter the Istana gate. And soon after, ‘agents’ were roaming everywhere looking for likely assemblymen who would want to change sides. Three were ‘cornered’, enough to cause the fall of the PBS government.

The first was the assemblyman for Beaufort; the second was the assemblyman for Tenom and the third was the appointed assemblyman from Labuan.

‘Agents’ from Sarawak were believed to be the persons who were in the forefront of ‘enticing’ the three assemblymen. A huge amount of money was said to have been paid, but this latter was conjectural and might not be true. But the presence of ‘agents’ from Sarawak was actually clever.

Agents from Sarawak were believed to have been used in the 1985 episode too, just as they were used in 1994. The use of agents who were not Sabahans was clever in that no one in Sabah could be blamed for enticing or buying assemblymen.

The three persons caused the fall of the PBS government. Umno and other BN component parties took over the governance of the state. And there was also another side effect as a result of the fall of PBS in 1994.

The party split into three ways and today, the PBS splinter parties are still there — the PBRS of Kurup and Upko of Tan Sri Bernard Dompok.

There is a question mark as to which of the two splinter parties have the honour of being the ‘first’ to move away from PBS and join the BN. Both were later awarded the nation’s high award — Tan Sri, whilst the original leader and founder of PBS, their former boss, was awarded a state award, a Datuk Seri Panglima, or first class Datukship only. Someone told me that such is the vagaries of politics.

Sabah is actually a land of party-hoppers. This phenomenon started a long time ago — in 1967 to be exact. In the 1967 election, Usno obtained 14 seats, Upko 12 and SCA, 5. There was one independent returned: Datuk Yap Pak Leong who defeated the incumbent chief minister Datuk Peter Lo.

When the Cabinet was formed, Upko leaders were excluded. The Cabinet consisted of the Usno and SCA leaders only.

The combined strength of Usno and SCA in the legislative assembly was 19, giving the two parties a simple majority. The Usno adviser from Kedah apparently wanted to amend the state constitution and for this a two-third majority in the legislative assembly was needed.

So ‘agents’ were employed to entice Upko assemblymen. Only two were needed.

The first person so enticed was the assemblyman from Kiulu. This man then had the single honour of being the first turncoat in the history of Sabah’s party-hoppers. He was later made a state minister although it was said that he only had a Primary 2 education.

His inclusion in the cabinet was partly to reward him for his ‘gallant’ turncoat exercise and partly to make up for the lack of Kadazan representation in the Cabinet.

The second turncoat was the assemblyman from Kuala Penyu.

Part of the reason why a two-third majority was needed was to amend the constitutional provisions on expatriate officers.

Specifically, the adviser from Kedah wanted to get rid of the white attorney general. So he asked him (the white AG) to draft the bill to be introduced in the legislative assembly. The AG saw what it was all about. He resigned. And went back to his country.

The stage was then set for the formation of the Sabah Foundation, the one and only biggest timber concessionaire in the country with the adviser as the first executive director.

‘Frog culture’ as the party-hopping was later called was in fact peculiar only to the Sabah political scene. The popular belief then was that Sabah politicians became Yang Berhormat not so much because they wanted to help the people or the country, but the big ‘bonus’ they expect to get. And more if they were ‘enticed’ to jump over to another party.

The question of moral, integrity and principle did not come into the equation for these people, they said. It seems to me that an anti-hop law is a necessity if we are to improve the performance of our YBs in the country.

The federal constitution should be amended to provide for an anti-hop law. I agree with the many views which are in favour of such a law in Malaysia.

Mohd Shafie Apdal, the Sabah UMNO Supreme Council member reiterated his call for more Sabah Members of Parliament (MPs) to be appointed Federal Ministers in recognition of the excellent performance of the Sabah Barisan Nasional (BN) in the recent general election.

Shafie request is only fair since Najib used to refer Sabah and Sarawak as "fixed-deposit" states whereby the Barisan Nasional is guarantee of massive win in the parliamentary election.

As the bastion of Barisan Nasional, both Sabah and Sarawak should be allocated with more seats in the Cabinet so that representatives from the East Malaysian states can have more says in the ruling of the country.

Shafie calls for more Ministers

Kuala Lumpur: Umno Supreme Council member Datuk Mohd Shafie Apdal on Monday reiterated his call for more Sabah Members of Parliament (MPs) to be appointed Federal Ministers in recognition of the excellent performance of the Sabah Barisan Nasional (BN) in the recent general election.

Shafie, who is the Unity, Culture, Arts and Heritage Minister, said Sabah's huge geographical size and its multiracial and multi-ethnic population were important bases for the Sabah BN's demand.

Sabah BN won 24 of the 25 Parliamentary seats and 57 of the 60 State seats at stake in the State in the general election, held on March 8.

Asked how many additional ministerial posts the Sabah BN was hoping for, Shafie said the matter had been discussed with Prime Minister Datuk Seri Abdullah Ahmad Badawi and that it would be left to Abdullah to decide.

He spoke at a news conference held at his Ministry on the 15th Regatta Lepa, the annual water festival of the Sea Bajau community of Semporna in Sabah.- Bernama

What is Maximus Ongkili thinking ? Sending another space flight participant for vacation in space is NOT CHEAP. It's wasting duit rakyat. Your money, my money, our money.

The ruling government has already wasted millions by sending the Royal Malay Regiment to London to guard the Queen's Buckingham Palace and for sight seeing in London.

If the government still approved the funding, it will clearly illustrates that our Finance Minister is of Malaysia Bodoh mentality.

Better use the fund to construct a bridge link East Malaysia and West Malaysia. At least every Malaysian have the opportunity to use that bridge. If bridge construction between East-West Malaysia sound unreasonable, the fund can alway be use to clear Malaysia foreign debts or to make more roads and other infrastructure in the rural areas.

Cabinet To Discuss Budget To Send Second Astronaut Into Space

Posted by kasee

(Bernama) KUALA LUMPUR, April 14 -- The cabinet will discuss the budget to sent a second astronaut to the International Space Station (ISS) in 2011, Science, Technology and Innovation Minister Datuk Dr Maximus Ongkili said Monday.

He said at the moment the government wanted to continue with the programme even though it had not yet allocated a budget for the purpose.

"At the moment, the money for the second phase has not been allocated yet. That's why the government will have to decide on the next plan," he told reporters after visiting the Academy of Sciences Malaysia here Monday.

Ongkili said the government had not responded yet to the Russian government whether to continue with the programme as it needed to study the budget as well as the impact of the first phase of the programme.

He said the government needed about two months to decide on the matter, afterwhich the decision would be conveyed to the Russian space agency, Roskosmos.

Astronaut Dr Sheikh Muszaphar Shukor Sheikh Mustapha was chosen to travel to the ISS in the first phase of the programme in October last year.

Major Dr Faiz Khaleed, 26, who underwent training with Sheikh Muszaphar Shukor, had been named as the astronaut for the second phase of the mission.

Inanam, a small town in Sabah is not spared from crime. The latest incident of bus hijacking is very serious and the incident happen at Inanam Bus Terminal which is a stone throw away from the Inanam Police Station.

Luckily, no hostages were taken for a ride. If not, the entire Polis DiRaja Malaysia would have red-face embarrassment. The latest incident should acts as a wake up call for those sleepy police stationed at Inanam Police Station. Sabah is well known for it's illegal immigrants. And illegal immigrants contribute to social problems and crimes especially if they are let loose on the street. If my friend read this post, he'll probably accused the Inanam Police Station as being manned by the illegals !

And get this, so far their is no updated news on whether the hijacked bus has been found or not. Talk about police efficiency.

Gang take off with express bus

KOTA KINABALU : More than a dozen passengers in a Semporna-bound express bus had a shock yesterday when they were ordered out of the vehicle by 10 men who took over the bus.

Their luggages were also thrown out of the bus as it was about to leave the outstation bus terminal in Inanam at about 7.30pm.

SK Kinabalu Transport Sdn Bhd official Sarudin Kaning,38 said that he could not make out the reason for anyone to steal his 44-seater coach.

According to him,the driver was also ordered to alight from the bus.

“This goes to show how lax the security is in the terminal,” he said yesterday after lodging a police report at the Inanam police station, which is in front of the terminal.

“My bus was ready to leave then the incident happened,” he said on his Semporna-bound bus.The company operates four buses from the terminal.

He called on the authorities to investigate the matter thoroughly and to bring the culprits to justice.

The yellow coach with plate number ACR 7168 left with the 10 men onboard.

Ronnie Liu, the Selangor exco member shouldn't be surprised with Barisan Nasional spending spree. It's their tradition for the last 50 years. After all, it's not UMNO money. It's duit rakyat.

And every time general election loomed nearer, politicians from the ruling government will spend money like nobody business. Even Sultan of Brunei will have his restraints. Not so for the Barisan Nasional. To show off to the rakyat that they care, new roads, new bridges, new mosques, new balai, new dewan appeared from nowhere. Any these project galores only came during the last year of the ruling term. Rakyat have to wait for it for at least 4 years.

To some, it also look like a last minute homework. Delivering projects which are 4 years overdue. That is Barisan Nasional style of economy. To hold the projects until the last time and re-use it as a campaign promise. Why promise the road if they win the coming election when they suppose to make the road 4 years ago. Those sick and old probably died and never see the projects being implemented.

Come election time, projects are awarded and implemented at break-neck speed. Even U.S Airforce F-15 Eagle cannot catch up. Those projects are called Projek Kilat. And during that time, the Class F to Class A contractors will cut-throat and suck the Barisan Nasional dry of money. A RM5 thousand bus-stand will cost RM10 thousand. A RM5 screwdriver will cost RM150 and so on and so forth.

Who absorbed the mercurial cost ? The rakyat. Who overspent it ? The government. Oit, not the Barisan Nasional meh ?

RM27m for Selangor burned up in 50 days!

By EDWARD RAJENDRA

KLANG: The 54 Barisan Nasional assemblymen in the previous administration spent their total annual allocation of RM27mil ringgit for 2008 in just 50 days from the beginning of the year, said Selangor exco member Ronnie Liu.

"There was shock and disbelief when the state executive councillors found out that an annual allocation of RM500,000 each, meant for repairing roads and drains, had been used up by February," he said.

He said the state government would ask all the 36 former Barisan assemblymen and the 28 who retained their seats to explain how the allocations, meant for minor repair works in their constituencies, were used.

Liu, who is State Local Government, Study and Research Committee chairman, was speaking to reporters after a visit to the Klang Municipal Council here on Monday.

He said Selangor Mentri Besar Tan Sri Khalid Ibrahim decided last week to seek an explanation from the asemblymen to ensure accountability.

“All the letters to the assemblymen would be sent out within the week and they must give detailed accounts on how the allocations were used and who the contractors were who carried out the minor projects within their neighborhoods,” Liu said.

“We are not satisfied with the way allocations were used. We want to know how the rate-payers' money was used. But for now, we are not going to speculate on their spending trends. We will wait to see the outcome,” he said.

Ronnie said the assemblymen in the current government were now forced to ask for a fresh RM500,000 to provide the necessary services to their constituencies.

“We are going to come out with a new method where every sen spent will be accounted for. Our aim is to provide transparency, so, that the rakyat can check on the government’s expenditure,” he said.

From giant-killer to Pakatan Rakyat buddy. That is what Dr. D. Jeyakumar, a Parti Sosialis Malaysia (PSM) central committee member wish for.

Jeyakumar is the Member of Parliament of Sungai Siput who defeated the titan of Malaysia Indian Congress (MIC) that is Samy Vellu during the recent Malaysia General Election. The irony is that since PSM is not registered yet, Jeyakumar contested the Sungai Siput seat under the PKR ticket and he won.

Pakatan Rakyat is setup under the caucus of PKR-DAP-PAS and vacancy for new membership has not been determined yet. Suppose PSM is registered and accepted into PR fold, most opposition parties from Sabah and Sarawak would also likely to join PR.

PSM to join Pakatan Rakyat if offered a place

IPOH: Parti Sosialis Malaysia (PSM) will consider joining Pakatan Rakyat if offered a place in the opposition alliance, PSM central committee member Dr D. Jeyakumar said.

The Sungai Siput MP, who won the constituency on a PKR ticket, said the party could work alongside the PKR-DAP-PAS coalition because of similarities in their ideologies.

“Whether we are part of the alliance formally or informally, we will work with them,” he said when thanking party supporters in Jelapang on Saturday night.

However, Jeyakumar pointed out that they would need to get PSM registered first.

“We have already taken the matter to court and we will see how it works out,” he said.

The party’s application to be a registered party was rejected in 1999 and 2003.

Dr Jeyakumar said it would be less complicated if PSM were to have its own party, adding that candidates fielded in the general election in future would not have to “borrow” party symbols for the contest.

On his constituency, Dr Jeyakumar said long-standing problems like housing schemes for estate workers, squatters and land titles, could be resolved with help from the new state government.

“It is a golden opportunity for me to help my constituents,” he said, adding, “I think I can get better cooperation from them than the previous ruling government.”

Parti Rakyat Sarawak leadership crisis is nearing the end and so is Larry Sng's time. James Masing after being declared as the legitimate president of PRS by ROS is gaining support from their party member and is in no hurry to decide on the fate of Larry Sng whether Larry should be retain in the party or expelled.

Larry Sng faction, meanwhile is still contesting whether the ROS letter is legal to state that Masing is still the president.

The only way for Larry Sng to continue his political career in PRS is for Taib Mahmud to promote him to a full ministership in the coming Sarawak state cabinet reshuffling exercise. And should Larry Sng be relinquished of his assistant ministership, Masing would definitely kill him off. Otherwise, PRS members will consider Larry and his supreme council members as an excess baggage in the party.

Masing in no hurry to decide on Sng

By James Ling

KAPIT: Parti Rakyat Sarawak (PRS) president Dato Sri Dr James Masing said Friday night that he would not make any hasty decision on the status of Assistant Minister in the Chief Minister’s Department Larry Sng’s re-admission into PRS.

“I cannot make a decision now. I still have to wait for a while. Let the dust settle down first and let the people think rationally rather than with emotion.

“It is better to make the decision when everything has settled down,” said Masing, who is Land Development Minister when asked to comment on Sng’s status in PRS.

He had earlier attended a gathering hosted by the police in connection with the recent 201st Police Day celebration at the multi-purpose hall here.

The PRS president said he had plenty of time (to make the decision).

“What is important is that ROS has made a decision and we have to respect that decision. What I’m going to do now is to bring the party to move forward and do what a political party should do,” he said.

Masing had earlier, after being declared the legitimate president of PRS, decided to seek the opinion of the grassroots on whether or not to re-admit Sng into the party after he and nine others had been expelled from the party.

To date, Masing has received the support of 25 of the 28 branches/divisions state-wide which had rejected the re-admission of Sng into the party.

On Friday afternoon, PRS Baleh, PRS Pelagus (aligned to Masing) and PRS Katibas branches/divisions joined 22 other PRS divisions to adopt a motion opposing Sng’s admission into the party.

At a joint meeting of the three branches/divisions (PRS Baleh, Pelagus and Katibas) at its headquarters along Jalan Penghulu Nyanggau here on Friday, Hulu Rejang member of parliament Billy Abit Joo said PRS Belaga branch/division was expected to convene a meeting tentatively on Apr 21 for a similar purpose.
